We're not making this stuff up. A California court has upheld a preliminary injunction blocking a San Francisco area-wide bike plan until an environmental impact study can be completed. For the time being, San Francisco may not paint bicycle lanes, install bicycle racks or allow bicycles on San Francisco Municipal Railway vehicles until it comes into compliance with state environmental laws.
